Any foreigner who settles in the DRC and wishes to work as a salaried employee must have, in addition to their residence permit, a foreigner’s work permit, requested and obtained by their employer, who wishes to hire them or keep them in service. This card is issued by the Minister of Labour after consultation with the National Employment Commission.
